Social Aid Guide for Families 2009

With this guide, the Ministry of Health and Social Policies aims to provide information on the various benefits and permits/leaves available to families from all levels of government (national, regional and local).

FINANCIAL AID FOR FAMILIES FROM SOCIAL SECURITY

This benefit is granted to prevent and mitigate certain conditions that may provoke a loss of income or require added expenses.

a) Lump-sum payment, at birth or adoption, provided that income does not exceed level annually stipulated by law. For 2009 it was €11,264.01.

Who is eligible for this aid?

This aid is available to any parent, be they a Spanish citizen or a foreign citizen legally residing in Spain, who has minors under their charge.

Minors born abroad are eligible only if they came to Spain to reside immediately after birth.

Where do I apply for this benefit?

At the Instituto Nacional de Seguridad (INSS), which will examine parent income for the previous year, and will grant benefits in function of income.

b) Multiple birth or adoption

Where do I apply?

At the INSS. Calculations on income are made using SMI-Salario Mínimo Interprofesional (Minimum Interprofessional Salary) which for 2009 was set at €624 per month. The benefit is paid out in one lump sum.

c) Benefit for birth or adoption, for those who are not eligible for IRPF (income tax) deduction.

The above shall only be applicable to children born in Spanish territory.

The beneficiary must be a legal resident for at least 2 years prior to birth or adoption.

A single lump sum payment of 2,500 will be made for each child.

d) Family benefit for son/daughter or minor taken in under the care of the family.

This is applicable to minors or children with disabilities. Proof of disabilities must be provided, at a level greater than or equal to 33% in the case of a minor, greater than or equal to 65% if they are over 18 years of age, greater than or equal to 75% if they are over 18 years of age and require the assistance of another person for essential day-to-day care.

To apply for this benefit, income cannot exceed €11,264.01 in 2009. This aid is available for Spanish citizens and foreigners who are legal residents.

Minors who are orphans whose parents' income was lower than €11,264.01 or minors that have been abandoned and are not part of a foster family.

Where do I apply for this benefit?

At the INSS that corresponds to the family’s place of residence.

The benefit will be paid out every 6 months, in January and July. If over 18 years of years, benefits will be paid out on a monthly basis, to be collected at bank wickets, through bank transfer to applicant's account or legal representative of orphaned or abandoned minors.

Proof of previous year income must be submitted each year before 1st April.

Any changes must be notified within 30 days at the INSS.

PARENTAL LEAVE:

This is special permission given to parents allowing them to leave work for a certain period of time.

a) Maternity Leave.

This leave is granted to men or women for birth, adoption or fostering of children, whilst retaining their salary and work rights and benefits.

Mothers are given 6 weeks of maternity leave.

To receive this benefit they must be registered contributors to Social Security, either as full or part-time employee.

Proof of maternity certificate must be provided, submitted to the INSS. This report is available from applicant’s head physician.

b) Paternity Leave.

This leave is granted in cases of birth, adoption or fostering of children, retaining their salary and work rights and benefits. The leave is of 13, uninterrupted days. The employer must be informed of the request for Paternity Leave, which is available to full or part-time employees.

Fathers are entitled to a maximum of 10 weeks leave either concurrently with or successive to maternity leave.

Paternity leave is given by Social Security, provided the father is a registered contributor to said agency, and is granted by the INSS.

RISK TO PREGNANCY OR BREASTFEEDING

This permission is granted when workplace conditions negatively influence health of mother or foetus.

If such work conditions exist, then the mother shall occupy a work post that is compatible with her pregnancy, or, failing this, there will be a suspension in her work contract. She is still entitled to aid.

WORK HOUR REDUCTION

This is granted for mothers who need to feed a newborn child.

a) Breastfeeding

b) Care of minors and other family members

c) Other leaves or rights

EXTENDED LEAVE OF ABSENCE:

Workers are entitled to this leave of absence without pay.

Their work post is reserved for them during the first few years of their extended leave. This period of time shall be taken into account when calculating retirement pension benefits.

a) For the care of child or foster-care minors (maximum 3 years)

b) For the care of family members (children, grandparents, grandchildren, parents, brothers or sisters, spouse, brother/sister/parent in-laws that cannot care for themselves. Applicants are entitled to a maximum of 2 years, unpaid leave. Their work post shall be reserved for the first year of leave.

UNEMPLOYMENT BENEFITS

a) Post-benefit aid for unemployed workers.

Workers are entitled to unemployment benefits when they are registered contributors to Social Security. This aid is available for those whose regular benefits have run out. They must be officially unemployed and registered as such.

EMPLOYMENT PROMOTION PROGRAMME

This aims to promote hiring of workers who find it difficult to find employment.

Employers must meet some conditions and will receive some benefits with regard to Social Security payments.

This is applicable to unemployed women workers who are officially registered as such and who are given a work contract in the two-year period following a birth.

This aid promotes the hiring of women workers whose previous contracts have been suspended due to maternity or extended leave of absence to care for children, within the two years following a birth.

The company will receive benefits for common social security payments (medical, unemployment), for the effective hiring of woman worker.

Financial Aid for Unemployed Persons- Difficulty in Job Placement 2010-2011

An ORDER has been published in DOCV on 30 December 2009 by the Council for Economy, Tax Revenue and Employment announcing the availability of financial aid for implementation of integrated employment plans for unemployed persons who exhibit difficulties in job placement, for the 2010-2011 period.

Who is eligible?

Organisations which promote integrated plans directed to:

- Women aged 45 or older

- Youth

- Persons with a disability

- Persons at risk of social exclusion and immigrants

- For women who are victims of domestic violence

Which organisations does this apply to?

  1. Local corporations of the Valencian Region or associated corporations which work in matters pertaining to employment.
  2. Organisations that have signed agreements (still in force) regarding employment with the Council for Economy, Tax Revenue and Employment.
  3. Universities of the Valencian Region.
  4. Chambers of commerce located in the Valencian Region.
  5. Not-for-profit organisations with experience in job placement for unemployed persons.

What employers are eligible?

Any company, whatever its legal category, physical persons and private, not-for-profit organisations operating in the Valencian Region, offering valid contracts for the duration of the employment plan.

Where do I submit the application?

At SERVEF employment Regional Head Offices (direcciones territoriales)

Applications must be submitted within a two-month period following signing of employment contract:

a) Until 30 October for contracts ending on or before 30 September 2010.

b) From 2 January to 31 May 2011 for contracts starting between 1 January and 31 March 2011, (which will be extended until 31 August 2011).

Aid for Social Integration of Immigrants 2010

As of 21 December 2009, the Council for Solidarity and Citizenship published Order dated 17 December 2009 in DOCV (Official Journal of the Valencian Region), number 6169, regulating financial aid for projects of social integration of immigrants for the year 2010.

 

  • Financial Aid for Social Integration of Immigrants 2010

What aid is available?

Financial aid is granted in the form of subsidies towards the funding of running costs for social integration projects for immigrants, said projects carried out by private, not-for-profit organisations working in the Valencian Region.

What projects are eligible for financial aid?

Any project dealing with social integration of immigrants is eligible for aid provided it falls into one of the following categories/types indicated below:

Category A: Immigrant reception, social and labour insertion and intercultural mediation programmes:

A.1. Integrated reception, including room and board.

– Integrated immigrant reception programmes that include room and board to attend to the basic needs and integration support of immigrants at risk of social exclusion and other vulnerable situations. Said programmes may also include other additional services (information, orientation, counselling…).

A.2. Immigrant reception services and counselling, social and labour insertion and intercultural mediation.

The following programmes are eligible for funding under the above category:

– Immigrant reception services, information, orientation, advice and referral to required resources if necessary.

– Social and labour insertion programmes. Said programmes may offer skill-building and training activities, work orientation, vocational training, self-employment support, support and advice in job hunting or practicums at companies whose aim is to find or keep employment for immigrants. Said programmes must be exclusively or mainly oriented to immigrants.

– This includes programmes that promote intercultural mediation in different social spheres.

A.3. Social Intervention in the immigrant population through a system based on networking.

This includes social intervention projects for immigrants that involve networking among various organisations working in a coordinated manner to offer complementary social services that meet immigrants' needs. Nevertheless, financial aid will always be granted to organisations within the organisation group in question that has been designated as coordinating organisation on the application form. This organisation shall be responsible for justifying the funds that will be granted.

Category B. Programmes that support immigrant associations, social support organizations and specific programmes involving intercultural and social integration activities for immigrants within their new social context.

The following programmes are eligible for funding under this category:

a) Programmes that provide support for basic structures of the above organisations, such as staff costs, running costs for goods and services required for the organisation's normal operations and activities.

b) Programmes that promote interculturality and acceptance of diversity in the social sphere.

c) Programmes that favour access, participation and involvement of immigrant women in all spheres of social life.

d) Programmes that promote awareness and fight against racism and xenophobia.

e) Programmes that promote non-discrimination and equality for immigrants in diverse spheres (work, educational, social, among others).

3. Projects that are eligible for funding must be fully operational in the Valencian Region throughout 2010.

 


Where do I apply?

The applications to be submitted accompany this present call for applications as Appendix II, and must be submitted to the General Directorate of Immigration of the Council for Solidarity and Citizenship. These application forms are available at the Portal de la Generalitat (www.gva.es), in the ‘Guía Prop’ > ‘Trámites y Servicios’ section.

The applications, along with the appendices and documentation must be duly completed and signed by the representative of the local organisation and submitted to the Registrar of the Council for Solidarity and Citizenship (‘Registro’), located in Plaza San Nicolás, 2, Valencia (P.C. 46002) or via any of the means established in article 38 of Law 30/1992 dated 26 November, as per the Public Administration and Administrative Procedure Act (BOE Num. 285 dated 27 November).

The application may also be submitted via internet through the Portal de la Generalitat (www.gva.es) by accessing sections "Administración Online" - "Guía Prop".

 



Who is eligible and what requisites do I need to fulfil?

 

All private, not-for-profit organisations are eligible for this aid. They must meet the following requirements:

a) To be eligible for this call for applications, they must carry out aforementioned activities in the Valencian Region.

b) They must be legally constituted entities, publicly registered in the legal jurisdiction that corresponds to their activities.

c) They must have projects that fall under any one of the programmes outlined in section 2 of this call for applications.

d) They must not have any outstanding debts with the Spanish Tax Administration Agency or Social Security.

e) They must not fall under any of the categories set out in article 13.2 and 13.3 of the General Law of Subsidies 38/2008, dated 17 November.

2. Organisations that fall into any of these categories shall not be eligible for this aid and shall therefore be excluded from this call for applications.

a) Any organisation whose project does not fall under any of the programmes set out in section 2 of the present call for applications and therefore cannot be eligible for aid offered in this call for applications.

b) Organisations that present a project whose content does not attain the minimum score according to the points-based assessment given by the Assessment Committee as per the assessment criteria below.

c) Organisations which are to receive registered aid under the transfer payment schedule of programme 313.50 "Integración de la Inmigración" (Immigrant Integration) as per the Generalitat Budget Law for the 2010 fiscal year, towards the running or maintenance of programmes directed to immigrants. Nevertheless, the following organisations can be exempted from this criteria:

– Organisations that have signed collaborative agreements with the Council for Solidarity and Citizenship for funding of counselling and integration programmes for immigrants and funded by aid assigned to the Valencian Region by the Spanish Ministry of Work and Immigration as part of the Fondo de Apoyo a la Acogida y la Integración de Inmigrantes y al Refuerzo Educativo 2010 (National Fund for Immigrant Reception and Integration and Educational Support), whenever said organisations participate in this call for applications through presentation of projects that fall under A.3 of section 2 of the first section of the terms and conditions of this call for applications.

– Organisations which receive registered aid in the above budget schedule for the Programa de Comprensión de la Sociedad Valenciana Escuelas de Acogida (Programme for Inclusion into Valencian Society—School for Newcomers).

 



What documents must be submitted?

 

Organisations must submit one application, in keeping with the example in Appendix II, participating under one of the two categories indicated in section 2 of the first section of the terms and conditions of the present call for applications.

If participating under category A, the applicant organisation can submit a maximum of two projects, each under different sections A.1, A.2 or A.3. A technical description of each project must also be submitted, as per the example in Appendix III.

If participating under category B, the applicant organisation shall submit a single project containing action plans in keeping with one or more of the programmes set out in this category.

2. The following documents must accompany the application:

a) The technical description for each submitted project, as per the example in Appendix III. This description shall include all the required data on the project for which aid is requested.

b) A detailed programme for each project submitted as part of this present call for applications, to expand upon the information provided in the technical description. In order to adequately assess the applications, this programme must include detailed information on the following aspects:

– Description of the applicant organisation which includes the following points: The organisation’s emplacement in the Valencian Region, number of members or registered users, how users access services, degree of specialisation with regard to immigrant support, management structure and capacity, how it promotes social participation and participation of volunteers in its programmes, as well as its experience in executing relevant programmes.

– Justification detailing how submitted project falls under one of the two categories (A or B) and one of the planned programmes as per section 2 of the first part of the terms and conditions of the present call for applications.

– Assessment of the social need for project.

– Territory in which the project is to be executed, and the project aims.

– Estimate of number of project beneficiaries over the project execution period.

– Project time frame, action plan description and time frame.

– Organisation’s opening times; that is, times at which services outlined in project are available to public. Days/opening hours per week.

– The human resources the organisation will employ in the execution of the project, indicating their professional profile and their legal and labour affiliation to said organisation.

– Itemised expenses derived from project, in budget form. Running costs are to be differentiated from Investments, if applicable.

– Existence of other sources of public and/or private funding associated to the project, and/or any co-financing of the project by the applicant organization.

– Description of indicators that will be used to ensure adequate follow-up and assessment of activities to be carried out as part of the project.

– Subsidised projects carried out in the previous fiscal year whose aim is the same as those projects requested as part of the present call for applications.

– For projects submitted under A.3, section 2 of the first part of the terms and conditions of this call for applications, any organisations that will participate with the coordinating (applicant) organisation in the project. Their role and the actions executed by each of the participating organisations of the network as well as their internal structure must also be detailed, along with a description of how results will be measured.

In addition to the above, projects that fall under category A as described in A.1 (Integrated Reception including room and board) must also include the following points:

– Number of beds offered to immigrants.

– Average length of stay (temporary).

– Information on where accommodation services will be offered, as well as how they will be managed (whether accommodation will be managed directly or indirectly through third parties).

– Profile of users: services to collectives that are especially vulnerable.

Criteria used by the organisation in the selection of users, if applicable.

– How the service works: timetable, user rights and obligations, any co-payments made by users, etc.

– If applicable, the applicant must also indicate any additional services offered to users in addition to room and board (i.e. if any materials and/or financial aid will be offered to cover basic needs, information, orientation and counselling, referral to other social resources, training, etc.)

Any information or aspects mentioned above that have not been included in the corresponding technical description and/or project programme shall not be taken into account during assessment.

c) Authenticated photocopy of the Legal Persons and Entities Card (Tarjeta de Personas Jurídicas y Entidades), containing the Tax Number (CIF) of the applicant organisation.

d) Authenticated photocopy of Identity Card (DNI) or Alien ID Card Number (NIE) of the legal representative of the organisation.

e) Authenticated photocopy of supporting documentation certifying that applicant is a legal representative of the organisation (power of attorney or certificate issued by governing body of the organisation authorising applicant to legally sign application as representative of said organisation).

f) Authenticated photocopy of organisation’s current statutes.

g) Authenticated photocopy of supporting documentation showing registered status of organisation, in the relevant registry (Association, Foundation or Religious Organisation).

h) For projects submitted under A.3 of section 2 of the first part of the terms and conditions of this call for applications, applicants must include a certificate from the legal representative of each participating organisation, as per example included in Appendix IV of this call for applications, making a clear commitment to the project and accepting coordination and management of said project by applicant organisation.

i) Duly completed bank form, as per the form included as Appendix V, if this is the first time said organisation has worked with the Generalitat Valenciana or if bank details have changed since the last time organisation has received funds.

 



What is the application and document submission deadline?



The applications must be submitted on or before 29 January 2010. Any applications submitted after this date shall automatically be excluded from this call for applications.

 

What steps are involved in processing the application?

Steps

- Submission of application and required documentation

- If after the application and required documents are submitted the General Directorate of Immigration determines that there are documents or data that are missing, said body will request the applicant organisation to submit said information or document, granting a period of ten (10) days for said organisation to rectify or submit required documents. The application will be rejected if said organisation fails to submit required documents and/or information.

- Aid shall be granted on a competitive basis by way of a points-based system in keeping with the assessment established in the terms and conditions.

- The General Directorate of Immigration shall be the body responsible for directing proceedings.

- Once the assessment committee issues their proposal on grant amount adjudication or denial of aid, the Councillor of Solidarity and Citizenship shall finalise call for applications.

- Denial of aid shall be justified and reasons for application rejection will be included in the aforementioned ruling.

- The ruling must be dictated and published no later than six months from the application submission deadline date.

- The ruling shall be published in the Diari Oficial de la Comunitat Valenciana (Official Bulletin of the Comunitat Valenciana), in accordance with article 18 of the General Law of Subsidies.

 

How can I appeal decisions?

The Ruling of the Councillor for Solidarity and Citizenship, which serves to finalise the administrative process can be appealed for reconsideration or via judicial review in the period allotted and before the bodies indicated below:

a. The appeal for reconsideration must be filed before the Councillor of Solidarity and Citizenship within one month after ruling is published.

b. The appeal for judicial review must be submitted before the Superior Court of Appeals of the Comunitat Valenciana within two months after ruling is published.

 

How are projects assessed?

Assessment Committee

1. Responsible for studying and assessing submitted applications, as well as drawing up the resulting proposals for awarding or denying aid, the committee will be made up of individuals indicated in section six of Appendix I of the call for applications.

2. If necessary, the assessment committee shall be responsible for:

a) Establishing a minimum score for awarding of aid for each of the categories (A and B), and, if necessary, for the corresponding sections.

b) Establishing the distribution of points for category A among the three sections included, within the ranges indicated below:

- Up to a maximum of 60% of available aid for said category, for programmes included in section A.1.

- Up to a maximum of 45% of available aid for said category, for programmes included in section A.2.

- Up to a maximum of 10% of available aid for said category, for programmes included in section A.3.

 

Assessment Criteria

1. General Criteria:

a) Subsidised programmes from previous fiscal year for social integration programmes for immigrants. Those organisations which have participated in collaborative and funding agreements with the Council (competent in matters pertaining to integration) in the previous fiscal year shall be given priority: up to 20 points.

b) Organisations that specialise in serving immigrants or an association composed of members of this collective. up to 15 points.

c) Assessment of social needs: up to 12 points.

d) Territory: up to 6 points.

e) Number of project beneficiaries: up to 4 points.

f) Project period: up to 6 points.

g) Weekly opening hours during which the service is to be offered: up to 6 points.

h) Professional profile: up to 10 points.

i) Project follow-up and assessment mechanisms: up to 6 points.

j) Quality and coherence of project’s technical content: up to 15 points.

 

2. Additionally, for projects submitted under section A.1. – Integrated Immigrant Reception the following criteria will be applied:

a) Certification of accommodation location: up to 4 points.

b) Services other than accommodation offered by the project: up to 14 points.

c) Gratuity of service: Up to 5 points. d) Profile of accommodation users: up to 5 points.

e) Number of accommodation places available for immigrants: up to 10 points.

f) How accommodation service is to be managed: up to 12 points.

g) Estimated average length of stay: up to 4 points.

h) Annual average occupation rate of accommodation places during the previous year, if applicable: up to 6 points.

Resolution on aid for voluntary return of immigrants

Announced by: Directorate of Immigrant Integration, regarding aid for voluntary return of immigrants.

Programmmes that are eligible for aid:

a) Social Assistance voluntary return  programme co-funded by the European Return Fund

Who is eligible:

  1. Asylum applicants
  2. Individuals from third countries receiving some form of international protection, but that do not have a new nationality and have not abandoned State territory.
  3. Individuals from third countries whose nationality status is irregular

b) Productive voluntary return programmes co-funded by the European Return Fund

Who is eligible:

  1. Asylum Applicants who have not been denied international protection, who have not acquired a new nationality and who have not abandoned State territory.
  2. Individuals from third countries receiving some form of international protection, provided they have not received a new nationality and have not abandoned State territory.

 

c) National Return Programmes

Social Services Voluntary Return Programme

Who is eligible:

  1. Immigrants with regularised status

d) Productive Voluntary Return Programmes

Who is eligible:

  1. Foreign citizens who are under no obligation to return

e) Programmes providing aid as a complement to lump-sum payment of accumulated contributive unemployment funds for non-European foreign workers who plan to return voluntarily to their countries of origin (APRE)

Who is eligible:

  1. The beneficiaries must be eligible for unemployment benefits, in accordance to Royal Decree 4/2008, dated 19 September

Aid for needed healthcare services for Spanish residents abroad, provided a signed agreement exists

  • On 9 January, 2009, the General Directorate of Spanish Citizenry Abroad issued Royal Decree 8/2008 dated 11 January 2009 which extends the right to healthcare services/aid to Spanish citizens living abroad, applicable to all those who can certify their status as pensioners as of 31 December 2008.

What aid is available?

The following aid/benefits are available:

a) Old age benefits

b) Benefits for full disability and inability to work

c) Healthcare

Who is eligible for these benefits?

These benefits are available to Spanish citizens living abroad in need of such aid, provided there exists a signed Agreement regarding the provision of healthcare/aid.

1) Spanish Citizens born in Spain, with residency permit abroad

2) Spanish Citizens not born in Spain, who can certify a residency period in Spain for at least 10 years.

3) Spouses are also eligible, as are members of the family with Spanish Nationality, either a direct or adopted relative, provided they are economically dependent and are members of the economic unit/household.

What requisites are necessary?

1) Applicants must be older than 65 years of age to be eligible for pension

2) between the ages of 16 and 65 as of application date in the case of permanent disability.

3) Be a legal resident of those countries whose healthcare system cannot support equivalent benefits due to precariousness inherent within the system itself, (determined via the presentation of a report by the Council of Work and Social Affairs).

4) Applicants must not be members of organisations that are obligated provide healthcare aid/services.

5) Applicants who lack sufficient income.

6) Applicants whose property, either physical or personal, is not valued over a certain amount, according to the country of residence.

What documents do I need to submit?

1) Valid Spanish passport which includes certification of registry as a resident with Spanish Consulate Office (Inscripción en el Registro de Matricula consular).


2) Official document issued by the country of residence which certifies the identity of applicant, spouse or common-law spouse and other members of the household/family unit.


3) Certified letter that sets out description of family/household unit

4) Spanish Family Record (Libro de familia) if applicable

5) In the case of separation or divorce, applicants must submit the pertinent document which attests to the separation/divorce sentence

6) Death certificate, if applicable

7) Official statement of income, salaries or pension benefits

What aid is available?

Financial aid shall be granted in the form of a subsidy for projects aimed at social integration of immigrants and developed by private, not-for-profit organisations in the Valencian Region.


Where do I apply?

Applications are to be completed as per the model contained in Appendix II of the present call for applications. They must be sent to the General Directorate of Immigration, of the Council for Immigration and Citizenship. These application forms are available on the following website: http://www.cic.gva.es.

The application, along with the appendices and required documentation must be duly completed and signed by the legal representatives of the organisation, and submitted to the Registry at the Council for Immigration and Citizenship, located at the Plaza de San Nicolás, 2; in Valencia (CP 46002) or by the means established in Article 38 of the Law 30/1992, dated 26 November, which regulates legal matters pertaining to Public Administrations and Common Administrative Procedures (BOE nº 285, dated 27 November).

Who is eligible and what requirements must be met to receive this aid?

Any private, not-for-profit organisation that meets the following conditions can apply for this aid:

1) The organisation must have their headquarters and carry out their activities in the Valencian Region.

2) It must be legally constituted and registered with the administrative registry that legally corresponds to the nature of its activity.

3) It must submit an action project within the framework of the present call for applications; i.e. directed to the care and issues pertaining to the immigrant population and its integration within their host country.

4) The organisation must not fall under any of the circumstances set out in Articles 13.2 and 13.3 of Law 38/2003, dated 17 November, of the General law pertaining to subsidies.

The social intervention projects for immigrants set out below are eligible for aid, which are categorised into three general groups of programmes:


Group A Programmes: Programmes directed to collectives of highly vulnerable immigrants.

Programme A1: Social care for socially excluded Sub-Saharan population or those at risk of becoming socially excluded.


Programme B2: Social Intervention, socio-labour or socio-educational programmes for immigrants whose integration is particularly difficult, such as women, victims of violence and/or exploitation, minors, persons with disabilities and those with illnesses that are chronic or disabling.

Group 2 Programmes: Integrated Reception Programmes to attend to the basic needs and support immigrant insertion.

Programme B: Room and board for a limited period of time.

The projects contained in this programme can also include other complementary activities directed to those receiving room and board, such as orientation, advice and basic information about the host country, translation/interpretation, referral to other social resources, training, etc.

Group C Programmes: Socio-cultural integration and work insertion programmes for immigrants.

Programme C1: Education on official languages and culture of the Valencian Region, as well as maintaining that of their country of origin.

Programme C2: Primary care, information, translation, advice, mediation, integration and orientation for immigrants, in particular education about resources and functioning of healthcare services, educational system, housing, employment and training.


Programme C3: Spreading awareness and fostering interculturality in order to promote acceptance of diversity within the social setting.


Programme C4: Promotion of non-discrimination and equality with respect to the treatment of others.

Programme C5: Social, socio-labour or socio-educational intervention, for young immigrants from 18 to 25 years of age.

Programme C6: Access to, participation and involvement of immigrant women in social, labour and educational spheres.


Subsidies shalll be used to cover costs derived from the running of activities, and not the costs derived from the day-to-day operations of the organisation or the procurement of inventoriable material.

The projects that receive aid must be executed within the Valencian Region during 2009.

The organisations which fall under the conditions outlined below shall be excluded from the present call for applications:

1) Organisations with projects that do not correspond to any of the programmes established in the aforementioned conditions, and as a consequence, do not meet the requirements for this call for applications.

2) Organisations which submit projects the content of which do not meet the minimum rating established by the Assessment Commission referred to in Point Six of the present call for applications.

3) Organisations that will receive aid as part of the Appendix of Current Transfer Payments in the Programme 313.50, Immigration Integration of the Budgets Law of the Generalitat for 2009, as financial support for development of programmes directed to immigrants. This does not include organisations which have signed collaborative agreements with the Council for Immigration and Citizenship to finance projects for reception and integration of immigrants, in terms of payments assigned to the Valencian Region from the Ministry of Work and Immigration to manage the Support Fund for Reception and Integration of Immigrants and Educational Support 2009 ( Fondo de Apoyo a la Acogida y la Integración de Inmigrantes y al Refuerzo Educativo 2009).

What documents do I need to submit?

One application (Appendix II) is needed per applicant organisation for the project(s) for which they are requesting funding. Each organisation can submit up to a maximum of two projects, provided that they fall into a programme group.


The application must be accompanied by the following documents:

1) A technical summary of the project, as per the model found in Appendix III, for each of the projects for which the organisation is requesting financial aid.

2) A report describing each of the projects, expanding upon the information given in 1) technical summary. Every project report should contain detailed information about the following elements, for its assessment:

– Presentation of the applicant organisation which details at least the following aspects: positioning in the Valencian Region, number of members, how resources are accessed, degree of specialisation with respect to the immigrant collective, structure and management capacity, promotion of social participation and volunteer participation in the development of programmes, as well as any prior experience in programmes submitted.

– Justification that the project adscribes to one of the groups of programmes set out in section 2 of the aforementioned conditions.

– Assessment of the social needs that justify the project's objectives.

– Geographical area to which the project and its objectives are targeted.

– Estimation of the number of persons that will benefit from the project throughout its duration.

– Duration of the project, description of actions to be carried out and their timeline.

– Weekly timetable to be devoted to resource indicating timetable and opening days.

– Human resources available for execution of project, indicating their professional profile and whether there exists a legal/labour association or not.

– Budget for project, itemised, with expenses separated according to types of expenses, i.e. investment, running costs, etc.


– Existence of other sources of public and/or private funding associated to the project and/or any co-funding of the project by the applicant organisation itself.

– How the project results are to be measured, i.e. through follow-up and assessment of activities developed throughout the duration of the project.

– Any subsidised projects from previous years that possess the same objective as those submitted to the present call for applications.

In addition to the above, Programme 2 projects (Integrated reception programmes to meet the basic needs of and support for the insertion of immigrants) must also include information on:

– Number of vacancies for room and board that will offered to immigrants.
– An estimation of the average period of time that immigrant will stay.
– Information about the exact location of the accommodation and how the system is to be managed (spots directly managed or contracted out to a third party).
– User profile: Care for highly vulnerable collectives.
– Criteria used by organisation in the selection of users, if applicable.
– Description of how the service operates: opening hours, rights and duties of users, co-payments by users, etc.
– If applicable, any additional services that will be offered to the users apart from accommodation (board, materials and/or financial aid to cover basic needs, information, orientation and advice, referral to other social or educational resources, etc.)
Any information that is not included in the corresponding technical summary and/or report for the project will not be taken into account in its evaluation.


3) An offical photocopy of the Legal Persons and Organisations Certificate (Tarjeta de Personas Jurídicas y Entidades en general), which contains the Organisation Tax Number (CIF) of the applicant organisation.

4) An official photocopy of the Identity Card or equivalent of the legal representative of the local agency/organisation.

5) A Certificate from the Secretary of said local agency which accredits the application signee's capacity as representative of the agency (proof of authorisation or certificate signed by the organisation's governing body authorising the legal representative to sign application).

6) An official photocopy of the organisation's current statutes.

7) An official photocopy of the document showing that said organisation is registered with the pertinent administrative registry (Associations, Foundations or Religious organisations).

8) Duly completed Bank Form, as per the model attached in Appendix IV, if this application is the first occasion which said organisation has applied for aid with the Generalitat Valenciana or if the bank details for this organisation have changed or are different from that submitted on prior occasions.


What is the deadline for application submissions?

Deadline for submissions is one month after the publication of the present resolution.
